INSPECTION EXPERIENCE

 

Inspection Services for the Installation of Overhead Changeable Message Signs and Radar Detection along I-595 in Ft. Lauderdale, Florida.  Client: Florida Department of Transportation - District 4 Ft. Lauderdale Construction Office  Buckholz Traffic provided all inspection services for this system, including factory acceptance testing, communication testing, and computer system testing services.  The system included 21 changeable message signs and a fiber-optic communications system.  Buckholz Traffic also handled EEO/AA/DBE requirements for this project. 

 

Inspection Services for the Installation of Overhead Changeable Message Signs along I-95 in Ft. Lauderdale, Florida.  Client: Florida Department of Transportation - District 4 Ft. Lauderdale Construction Office  Buckholz Traffic completed all inspection services for this system, including factory acceptance testing, communication testing, and computer system testing services.  The system included 12 changeable message signs and a fiber-optic communications system.  Buckholz Traffic also handled all EEO/AA/DBE requirements for this project.

 

CEI services for the Broward County Group 5 UTCS signal system in Ft. Lauderdale, Florida.  Client: Florida Department of Transportation - District 4 Construction Office  CEI services were provided for the expansion of Broward County's UTCS Extended traffic control system which utilizes both user owned multi-pair copper cable and telephone circuits for central-to-local communications.  Over 50 miles of communication cable installation and testing was completed during this project and modifications were made at 34 controller cabinets with 1 intersection being completely rebuilt.  Given the congested utility situation that exists throughout Broward County, a significant field effort was required by inspection personnel to find locations where conduit runs could be safely installed with a minimum of delay.  A CAD map covering a large portion of Broward County's existing traffic signal communications system was prepared by inspection personnel as part of this project.  Buckholz Traffic also handled EEO/AA/DBE requirements for this project.  

 

CEI services for the Broward County Group 6 UTCS signal system in Ft. Lauderdale, Florida.  Client: Florida Department of Transportation - District 4 Ft. Lauderdale Construction Office  CEI services were provided for the further expansion of Broward County's UTCS Extended traffic control system.  Approximately 20 miles of communication cable installation and testing was completed during this project, 23 new controller cabinets were installed, and modifications were made to another 14 controller cabinets.  In addition, 2 intersections were completely rebuilt.  Buckholz Traffic handled all EEO/AA/DBE requirements for this project. 

 

CEI services for a 36-signal closed-loop system in St. Johns County, Florida.  Client: Florida Department of Transportation - District 2 Palatka Construction Office  CEI services were provided for this state-of-the-art traffic control system which utilizes fiber optic cable for master-to-local communications, a system that we also designed.  Since a large portion of the system is within historic St. Augustine, sensitive archeological issues were also handled by our CEI team.  The project included sign work as well as concrete sidewalk, asphalt pavement, and raised island construction.  Post-construction design services were also provided to add 6 additional signalized intersections to the system.

 

Inspection Services for the Installation of Overhead Changeable Message Signs in Jacksonville, Florida.  Client: Florida Department of Transportation - District 2 Jacksonville Urban Office  Buckholz Traffic personnel carried-out the basic field inspection of this CMS system (power service, conduit, wiring, guard rail, etc).  The system included eight full-matrix overhead truss mounted signs using fiber-optic flip disk technology.

 

CEI services for a complex frontage road signalization system along Arlington Expressway in Jacksonville, Florida.  Client: Florida Department of Transportation - District 2 Jacksonville Urban Office  Complete CEI services were provided for this federal-aid project. For both aesthetics and utility coordination reasons, all signals in this project were supported by mast arms.  Utility coordination was also critical for this urban project and Buckholz Traffic handled the EEO/AA/DBE requirements. 

 

CEI services for a 32-signal coordinated system along Main Street in Jacksonville, Florida.  Client: Florida Department of Transportation - District 2 Jacksonville Urban Office  CEI services were provided for this federal-aid project which covered a 3-mile stretch of Main Street near Downtown Jacksonville.  Utility coordination was critical in this congested area and extreme precautions were taken to avoid damaging existing underground utilities and to provide the required NESC clearances to overhead electric and communication lines.  Buckholz Traffic also handled EEO/AA/DBE requirements for this project

 

Signal Inspection and Cable-Plant Inventory for Jacksonville UTCS System.  Client: Control Technologies/ Florida Department of Transportation - District 2  Participated with the City of Jacksonville Traffic Engineering Department in the field inspection of 144 traffic signals in Downtown Jacksonville, Florida.  These signals constitute the on-street portion of the Jacksonville UTCS system.  Also inventoried the coaxial cable plant for the system and prepared the as-built communication system drawings and overhead projection display graphics using AUTOCAD.

 

Development of the IMSA Level I and Level II Traffic Signal Training Manuals and CD-ROM BASED IMSA Traffic Signal Inspection Manual.  Client: International Municipal Signal Association Educational foundation  Jeffrey Buckholz, P.E., authored both the Level I and Level II Traffic Signal Training Manuals (and associated examinations) for the International Municipal Signal Association, as well as the Traffic Signal Inspection Manual.  These documents serve as national training manuals for electronic technicians involved in traffic signal repair

 

Factory Acceptance Testing of Econolite Controllers  Client: Econolite  In accordance with the requirements of the State of Vermont Agency of Transportation, Buckholz Traffic conducted factory acceptance testing of Econolite controllers at Econolite's east coast assembly facility in Jacksonville, Florida.  The controller, conflict monitor, and cabinet were put through an extensive set of operational tests and various electrical measurements were made to ensure proper cabinet construction.  A check was also made of all timings, including coordinated timings, to ensure compliance with the plans and specifications.

 

 

Miscellaneous Traffic Signal Inspection and Timing Implementation  Various Clients 

 

  1.       Design and full time field inspection of the US 1/Yellow Freight Drive traffic signal in Duval County, Florida.

 

  2.       Field inspection of three traffic signals along Sadler Road and 14th Street in Nassau County, Florida.  Conducted the final inspection for these signals, including inductance loop and induced voltage testing.  We also designed these signals.

 

  3.       Field inspection of the reconstruction of various traffic signals on Beach Boulevard in Jacksonville, Florida. 

 

  4.       Field inspection of the Riverside Avenue Closed-Loop Signal System in Jacksonville, Florida.  This system uses fiber-optic interconnect for master to local communications.  Design services were also provided to correct serious errors made by the initial traffic signal system designer.

 

  5.       Field inspection of the US 1/CR 208 traffic signal in Hilliard, Florida.  Full-time inspection services were provided for the construction of this signal.  Environmental testing was required when gasoline was discovered during excavation.

 

  6.       Field inspection of the reconstruction of various traffic signals in Fernandina Beach, Florida. 

 

  7.       Field inspection of the US 301/CR 225 (Lake Street) traffic signal in Lawtey, Florida.  Full-time inspection services were provided for the construction of this mast arm signal.

 

  8.       Field testing of the inductance loops for over 100 traffic signals in Northeast Florida.  Both resistance-to-ground and continuity tests were made using our battery operated megohmmeter. 

 

  9.       Field implementation of coordinated signal timings at over 400 traffic signals in North and Central Florida.  Responsible for controller programming and operational troubleshooting.
